Expert advice and dispersion modelling of impacts of industrial facility on designated conservation sites.
Air Quality Consultants Ltd. (AQC) was commissioned by Etex Building Performance to assess the air quality impacts of extending its manufacturing facility at the Royal Portbury Dock. The site is close to nature conservation sites designated as Special Areas of Conservation, Special Protection Areas and Sites of Special Scientific Interest and under the Ramsar Convention. Natural England had advised the planning authority that emissions from the extended facility would cause a significant effect to the designated site and had recommended refusal of the facility without implementation of impractical levels of mitigation.
AQC carried out dispersion modelling to define, in detail, the air quality impacts of the facility. AQC staff also engaged with both the planning authority and with Natural England. In particular, AQC held meetings with Natural England staff to explain the situation regarding air quality, and with regard to advice given by Natural England elsewhere in the UK. Natural England withdrew its objection and planning permission was granted.
